From November 2021 to March 2022, Donald McQuarie and William Fackelman recorded that they had worked for the department when they were actually working secondary jobs.[2]
On March 7, 2022, a supervisor attempted to find available officers to respond to a crash, and found Fackelman at his off-duty job. Additional investigation revealed Fackelman was double-paid for 67 hours.[2]
Response Timeline
Fackelman was placed on paid suspension.
The Indiana State Police investigated and submitted their report to the County Prosecutor.[3]
McQuarie and Fackelman were charged with ghost employment, a Level 6 felony, and face six months to 2.5 years in jail. Indiana judges can treat the charge as a misdemeanor, which might not involve jail time if convicted.[2]
