2021 Shooting

On July 8, 2021, Strand, Sergeant Daniel Popa and deputies Jacob Fisk, Thun Houn, and Bogdan Nastase located a vehicle that had been reported stolen. The deputies were staged nearby and approached the vehicle after they felt that their presence had been detected. The deputies attempted to detain several individuals who were near the parked vehicle, including a minor who matched the description of the driver of the vehicle. The minor did not comply with the deputies' commands and started walking toward another officer and a detained subject. Strand claimed to see the minor reach into his waistband, and Strand attempted to grab his arm. The minor continued to reach into his waistband, and Strand fired once, striking the minor in the arm.[4]

Deputies rendered aid before the minor was taken to the hospital.[4]

The minor was not armed.[4]

The incident was captured on a police helicopter's camera system and deputies' belt-worn audio recorders.[4]

Response Timeline

On March 20, 2023, the department released the results of their investigation, which found that Strand had "an honest and objectively reasonable belief Minor Suspect posed an imminent risk of serious bodily injury or death" and delcared the shooting to be "a proper exercise of Deputy Strand's right of self-defense and defense of others and therefore his actions were legally justified".[4]
