2019 Arrest of Craig Nembhard

Investigation Launched After Video Shows Rough Arrest By Doral Officer

On May 16, 2019, several officers were monitoring traffic, looking for drivers who were illegally using the center lane. Nembhard claimed that he was using the lane to turn into a gas station when he was stopped and cited. Cooper and Nembhard got into a verbal argument. As Nembhard drove through the gas station, the officers claimed that he was driving at them. The officers pulled their handguns and ordered Nembhard from the vehicle. Cooper grabbed Nembhard and threw him to the ground, breaking his leg.[2]

Nembhard was arrested and charged with assaulting a law enforcement officer and resisting arrest.[2]

The incident was captured on officers' body-worn cameras.[2]

Response Timeline

In June 2019, the charges against Nembhard were dropped.[2]

On May 11, 2023, Nembhard filed a lawsuit against Cooper, officers Michael Leamey and Juan Frey, and the city, claiming false arrest and that Cooper violated his civil rights.[2]
