2016 Life Saving Award

In 2015, Allen and another officer responded to a woman who was threatening to jump from a bridge. The officers were able to grab the woman and pull her to safety.[3]

On February 27, 2016, the officers received the Lifesaving Award.[3]

2012-2018 Sexual Assaults

From October 2012 to July 2018, Allen contacted 10 women in parks, identified himself as a law enforcement or security officer, and sexually assaulted them.[1]

On November 7, 2018, the department released details of the assaults to the public.[2]

On January 9, 2019, Allen resigned.[2]

The following incidents occurred after Allen resigned as a law enforcement officer.

2019 Breach of Privacy

On May 14, 2019, Allen entered a property, unscrewed a light bulb on the back porch, and peered into the bedroom window of a neighboring property.[1]

2020 Breach of Privacy

On May 22, 2020, Allen entered another property with the intent of watching someone who was "entitled to privacy".[1]

2021 Breach of Privacy

On May 9, 2021, Allen entered another property and used a stepstool to peer into a bedroom window.[1]

2022 Breach of Privacy

On May 23, 2022, Allen peered into the window of another property.[1]

On June 19, 2022, Allen entered another property and looked over the fence at a party that was attended by mostly women. The property owner saw Allen on his surveillance cameras. Allen noticed the cameras and ran away, before being located by police officers.[1]

Allen admitted that he was the suspect in the cases.[1]

On August 17, 2022, Allen was charged with two counts of rape, three counts of attempted rape, one count of aggravated indecent liberties with a child, two counts of kidnapping, seven counts of aggravated sexual battery, two counts of sexual battery, two counts of attempted aggravated sexual battery, and five counts of breach of privacy and eavesdropping.[2]

On April 10, 2023, Allen pleaded guilty to two counts of rape, two counts of attempted rape, three counts of aggravated sexual battery, two counts of attempted aggravated sexual battery, one count of aggravated indecent liberties with a child, and two counts of kidnapping, all felonies. Allen pleaded guilty to five counts of misdemeanor breach of privacy.[4]

On May 22, 2023, Allen was sentenced to over 23 years in prison.[4]

On July 12, 2023, the Kansas Commission on Peace Officers' Standards and Training (POST) revoked Allen's law enforcement certification due to his felony conviction, criminal conduct, and a lack of good moral character.[1]
