Incident Reports

2023 Death of Nicholas Detweiler

Officer Involved Shooting Video

On December 25, 2023, Detweiler was travelling on a passenger train. Train officials called police and reported that Detweiler was threatening passengers and crew with brass knuckles and was possibly intoxicated.[2] Capurro boarded the train and woke Detweiler, who did not follow directions. Capurro tased Detweiler, which was ineffective. Detweiler punched Capurro, who hit Detweiler multiple times with his baton. Detweiler refused commands to get on the ground. Capurro drew his firearm. Detweiler donned a pair of brass knuckles and punched a crew member. Capurro filed, striking Detweiler and the crew member.[3]

Officers rendered aid.[4] Detweiler died at the scene.[3]

The incident was captured on Capurro's body-worn camera.[2]

Response Timeline

Capurro was placed on administrative leave.[3]

The multi-agency Critical Incident Team opened an investigation.[3]

The California Department of Justice will conduct an independent investigation of the shooting, which is required under state law for officer-involved shootings of unarmed individuals.[5]

Before February 22, 2024, Capurro was returned to full duty.[3]

On February 22, 2024, the agency released the body-worn camera footage.[2]
