June 29, 2021, Lay and Officer Joshua Beaty were given written reprimands by McKinney after an internal investigation found they failed to intervene and failed to properly report the use of force. Lay also was found to have engaged in conduct unbecoming a police officer. Both will be required to undergo additional training.[2]
