2023 Dog Killing
On July 2, 2023, Palmer was dispatched on a report of a dog bite. One dog approached Palmer before leaving. Dixie, a golden retriever, approached next. Palmer, who claimed that he "feared for [his] immediate safety", shot Dixie several times, killing her.[4][5]
The incident was captured on Palmer's body-worn camera.[5]
Response Timeline
On July 3, 2023, the department opened an internal investigation.[4]
Palmer was placed on administrative leave.[6]
On July 5, 2023, the body-worn camera footage was released.[5]
On September 7, 2023, the department exonerated Palmer, stating that "a reasonable person" would have concluded that the dog could "be perceived as aggressive" and Palmer's actions were "objectionably reasonable".[7]
On July 1, 2024, Palmer resigned.[2]
