2022 Fraud
In 2022, the Florida Department of Alcoholic Beverages and Tobacco found that Joseph owned a bar. State law prohibits active officers from owning or operating a business that serves alcohol.[1][3]
Response Timeline
On July 12, 2022, Joseph was charged with a misdemeanor for that offense and a public corruption investigation was opened.[4]
Investigators learned that Joseph had received over $246,000 in COVID relief funds through the Paycheck Protection Program and other programs after he submitted false statements and misrepresented "the number of employees... monthly payroll amounts, business revenues and expenses".[3][4]
On April 29, 2024, Joseph was arrested and charged with a felony for organized scheme to defraud over $50,000, felony money laundering over $100,000, and misdemeanor false official statements.[3]
