Incident Reports
2019 Arrest of Emily Mendes
On April 2, 2019, Emily Mendes waited in her car while her fiancé, Francisco Rodrigues, entered a convenience store. Dolan confronted Rodrigues and demanded that he identify himself, claiming that the failure to ID was "something wrong" and Rodrigues was "about to go to jail". Rodrigues gave his name, noted Dolan's badge number, and left the store. Dolan called Rodrigues an "f'ing child" for possibly filing a complaint, and did not pursue the matter as Rodrigues walked away.[7]
Dolan got in his car and drove towards Mendes' car which was parked nearby. Mendes exited her car to get away from Dolan, who she felt had "lost control of himself". Dolan grabbed Mendes and pushed her up against a fence. Rodrigues and others witnesses ran towards the assault, prompting Dolan to draw his Taser and order them to "back off". Dolan handcuffed Mendes and arrested her for "resisting arrest, obstructing, and disorderly conduct".[7]

On June 14, 2021, the charges were dropped by a judge.[7]
On April 2, 2022, the now-married Rodrigues' filed a lawsuit against Dolan and the city, accusing Dolan of physically assaulting Mendes during the arrest and violating her rights under the Fourth and Fifth Amendments.[7]
2019 Arrest of Michael Moreira
On July 10, 2019, Moreira complained to Dolan that a utility truck had parked in his driveway after he had explicitly not given permission. Dolan told Moreira to handle it himself, and Moreira asked for Dolan's identification as he intended to file a complaint. Moreira claims that Dolan charged at him, took him to the ground, punched him, and used a chokehold. Dolan handcuffed Moreira and charged him with Assault and Battery on an Officer, Resisting Arrest, and Disorderly Conduct.[8]
Part of the incident was captured on a witness's cell phone video.[8]

The charges against Moreira were dismissed.[9]
On May 30, 2022, Moreira filed a lawsuit against Dolan and the city, claiming the use of unreasonable force in the violation of his First, Fourth, and Fourteenth Amendment rights.[8]
2021 Shooting of Dominic Vincent
On June 23, 2021, Dolan was off-duty and claimed to see Vincent's vehicle speeding on the interstate. Dolan followed Vincent into a parking lot and approached Vincent's vehicle, which started to back away. Dolan, claiming to be in fear for his life, shot at the car containing Vincent and two others, striking Vincent in the arm.[10][11]

Dolan passed a field sobriety test and his blood alcohol content was .000.[12]
Response Timeline
On July 1, 2021, the State Attorney General stated that the shooting was "not justified" and charged Dolan with three felony counts of assault and a felony count of discharging a firearm in a crime of violence.[13] Dolan faced 52 years in prison if convicted.[14]
Dolan was suspended without pay.[11]
On July 6, 2022, Dolan rejected a plea deal of five years in prison.[14]
On January 26, 2023, a jury found Dolan not guilty of all charges.[11]
Dolan was moved to a status of suspended with pay while an internal investigation is conducted. Dolan will receive pay for the time of his earlier unpaid suspension.[11]
On February 16, 2023, the town Mayor announced plans to fire Dolan.[15]
Vincent and other occupants of the vehicle sued Dolan for the use of excessive force and the city for failing to properly trains its officers.[16]
2022 Domestic Vandalism
On March 18, 2022, Dolan was involved in a physical incident with a family member.[17] Dolan threw a toy truck at a vehicle and damaged a window.[18]
Response Timeline
Dolan was charged with domestic vandalism and disorderly conduct and ordered to have no contact with his wife or children.[17]
The charges against Dolan were dismissed as his wife "does not wish to proceed with prosecution".[19]
2023 DUI
On September 2, 2023, Dolan was stopped for a driving erratically.[20][21]
Dolan failed a field sobriety test and refused a chemical test.[20]
While in jail, Dolan told the officers, "next time I'm killing you".[20]
