Incident Reports
2019 Arrest of Preston Sowl
Response Timeline
In 2020, Sowl filed a civil lawsuit against the city and the officers involved.[1] Sowl's lawsuit claims that, as a supervisor on scene, Bartnes failed to intervene, failed to report the unlawful use of excessive force, and then assisted officers Paul Ashe and Benjamin DeLima in covering up their misconduct. It also claims that Bartnes refused a paramedic's requests to remove Sowl's handcuffs to provide medical care.[2]
In 2021, the lawsuit was settled.[1]
