Incident Reports

2021 Harassment

On May 27, 2021, the department received a complaint from a female deputy from the Charlotte County Sheriff's Office stating that she and Winters had sex numerous times while he was on duty and that he harassed her when she no longer wanted to see him.[3][1]

The woman moved from her apartment to get away from Winters.[3]

Response Timeline

A department investigation found that Winters had falsified a number of calls for service in the woman's neighborhood in order to have sex with her. Winters was also sexting on duty and did not turn on his body-worn camera during calls for service.[3][4]

On December 6, 2021, Winters was fired for violating the department's policy and code of ethics.[1]
