2012 Encounter with Armando Fuentes
On August 10, 2012, a neighbor felt threatened by Fuentes' dog and called the police. Lubrido and Office Lawrence Sarafin contacted Fuentes, who was in the middle of a tech support phone call. When Fuentes asked why the officers were running his vehicle's license plate, Lubrido responded, "Because I'm a police officer and I can do what I want". Fuentes asked the officers to leave his property, and claimed to join them at the end of the driveway after finishing his phone call.[4]
Officers claimed that Fuentes had instead followed them down the driveway, too closely for "officer safety". After ordering Fuentes to back up, Lubrido pushed Fuentes.[4]
Fuentes claimed that Lubrido punched him, knocking him to the ground, while he was checking his mailbox.[4]
Response Timeline
A department investigation found that the officers acted according to policy and procedure.[4]
On July 22, 2015, Fuentes filed a lawsuit against the officers and the city.[4]
On November 1, 2015, the lawsuit was settled for $10,000 from the city and $2,501 from each of the officers.[5]
2020 Juvenile Arrest
Two short, undated video clips were posted to social media, showing Lubrido demanding identification from a young man. When the man refused, Lubrido arrested him.[6]
2022 Juvenile Sexual Assault
On July 13, 2022, Lubrido transported a 17-year-old runaway from the hospital to the Juvenile Assessment Center. Lubrido asked the girl for her phone's password, and browsed the photos and videos stored on the phone and on social media. Lubrido used his phone to take a copy of a picture of the girl with her breasts exposed.[1]
As they drove, Lubrido continued to browse the girl's phone and make sexually explicit comments. Lubrido was distracted enough that he hit a deer during the trip.[1]
Lubrido had to return to the hospital for some paperwork. At the hospital, Lubrido removed the girl's handcuffs, let her eat part of his sandwich, and told her that he had turned off his body-worn camera and the vehicle's audio/video system wouldn't capture their encounter. When the girl had finished eating, Lubrido told her that the "sandwich wasn't free" as he groped her bottom while handcuffing her. After putting her in the back seat, Lubrido lifted her shirt and bra and groped her breasts.[1]
Response Timeline
On July 14, 2022, the department opened an internal investigation. Lubrido was placed on paid administrative leave.
On August 15, 2022, the department concluded their internal investigation, which found that Lubrido's "actions in this matter were in violation of numerous departmental rules, regulations and departmental procedures". Lubrido was fired, and will not face criminal charges.[1][2]
