Incident Reports

2021 Deaths of Daniel Elena-Lopez and Valentina Orellana-Peralta

North Hollywood Area OIS

On December 23, 2021, police were called to a store on reports of an argument and shots being fired. Officers located Elena-Lopez, who had just assaulted another person. Jones fired, striking Elena-Lopez.[2] Elena-Lopez died at the scene.[3]

Police located Orellana-Peralta, who was using the store's dressing room that was behind Elena-Lopez during the shooting. She had been struck and killed by Jones.[2]

The incident was captured on surveillance cameras and multiple officers' body-worn cameras.

Response Timeline

Jones was placed on administrative leave.[2]

On July 14, 2022, Orellana-Peralta's family filed a lawsuit against the city, Jones, and the store.

On November 22, 2022, the Los Angeles Police Commission concluded that 6 officers had used bad tactics during the incident, the Sergeant seemed unwilling to "assume the role" of command, and that only the first of Jones' three shots were within policy.[4]

The California Department of Justice will conduct an independent investigation of the shooting, which is required under state law for officer-involved shootings of unarmed individuals.[5]
