2020 Shooting of Roznovsky Machado

Naugatuck PD OIS 09 14 2020

On September 14, 2020, Detective Kevin Zainc claimed to see Machado involved in a drug sale. Machado drove off and Zainc pulled him over. Kehoss arrived for backup, blocking Machado's vehicle. Machado tried to flee by ramming Kehoss' vehicle. Machado drove toward Kehoss, prompting him to fire at the vehicle.[3]

On September 18, 2020, Machado surrendered to police.[4]

Response Timeline

On September 18, 2020, Machado was charged with criminal attempt at first-degree assault, second-degree assault, first-degree reckless endangerment, engaging police in a pursuit, evading responsibility in a crash with physical injury, operating a motor vehicle under suspension, and assault on an officer.[4]

On December 27, 2021, the state Office of the Inspector General determined that the shooting was justified as Kehoss believed he was facing death or serious injury.[3]

2023 Arrest of Jarrell Day

On October 14, 2023, Day was parked when officers contacted him about an attempted robbery. Detective John Williams approached the car and ordered Day to turn it off. Day ignored the officer and drove off, striking Kehoss' cruiser as he fled. The vehicle crashed and Day fled on foot, pursued by Kehoss. Day ignored initial orders to stop, but eventually stopped and raised his hands. Kehoss deployed his Taser, which dropped Day to the ground. Kehoss used the Taser again to get Day to roll onto his stomach, and again as Day refused to put his hands behind his back.[1]

Day was charged with attempted second-degree assault, third-degree robbery, assault on police, illegal possession of a weapon in a vehicle, second-degree larceny, reckless driving, operating under suspension, and evading responsibility.[1]

The incident was captured on officers' body-worn cameras and in-vehicle cameras.[1]

Response Timeline

The department referred the incident to the Connecticut State Police for criminal investigation.[5]

The department hired an outside law firm to conduct an internal probe.[5]

In October 2023, Kehoss was placed on paid administrative leave.[1]

On October 30, 2023, Kehoss was arrested and charged with third-degree assault and intentional cruelty to persons.[1]
