Overview

Between January 17, 2019 and March 27, 2021, fourteen officers with the Prince George's County Maryland Police Department recorded timesheets that showed they were working at the department and with secondary employers at the same time.[1]

The officers worked security jobs at apartment complexes in the county, through a company run by Lieutenant Edward "Scott" Finn.[2]

In February 2021, a federal investigation into Finn's finances brought the other officers' misconduct to the department's attention.[2]

Finn was charged with five counts of tax evasion and one count of obstruction of justice for failing to disclose $1.1 million in income. Finn pleaded guilty to federal tax evasion charges and retired from the department.[2]

In April 2021, the officers were stripped of their police powers.[2]

On August 25, 2022, all of the officers were indicted for misconduct in office and participation in a theft scheme. Some of the thefts rose to the level of felonies.[1]

Seven of the officers were charged with an additional count of misconduct in office for submitting falsified information to the secondary employer.[1]

If convicted, the officers face up to five years in prison for the felony theft charges. There is no maximum sentence for misconduct in office.[1]

In January 2023, the Prince George's County State's Attorney’s Public Integrity Unit dropped the criminal charges, saying that they had found additional evidence "from multiple sources".[3]
