2021 Arrest of Moses Hanson
On February 16, 2021, Runge and Deputy Jacob Cosola saw Hanson sitting on a curb next to a toppled city tree and a shovel. Hanson had dirt on his clothes. When the officers approached, Hanson "spoke rapidly [and] slurred his words". Hanson fled on foot and the officers pursued. Hanson stopped, turned towards the officers and put his hands up in a fighting stance. Cosola fired his Taser, which was ineffective. Hanson continued running and the officers pursued. Hanson stopped again and a struggle ensued, with Hanson and Runge exchanging punches and Cosola striking Hanson with his knee before Hanson was subdued.[1]
Hanson was charged with resisting an executive officer and vandalism.[1]
The department had not issued body-worn cameras at the time of the incident.[1]

On January 6, 2022, the department's Executive Force Review Committee determined that the officers' tactics and force were within department policy.[1]
2023 Death of Byram Everett
On February 10, 2023, a woman called police and alleged that her husband, Everett, had hit her and put her in a headlock. Runge and other deputies responded and contacted the victim, who described Everett as intoxicated, mentally ill, and suicidal. Deputies located Everett, who was armed with a sword and advanced on the deputies while ignoring their orders to drop the weapon. One deputy fired a foam baton almost simultaneously with Runge firing his service weapon, striking Everett. Deputies rendered aid until paramedics arrived. Everett was pronounced dead at the hospital.[3][4]
The incident was captured on the deputies' body-worn cameras.[4]
