In May 2021, Anderson was involved in a civil dispute with a business, who complained to the department. Bower performed an investigation and secured warrants based on the business's claims.[6]

On May 23, 2023, Anderson sued Bower and city for violation of his First, Fourth, and Fourteenth Amendment rights.[6]

On July 19, 2023, a family member of Bower's called police to report that he had assaulted her.[5][7]
