Overview

On May 28, 2021, Roseburg Oregon Police Department Corporal George Sheppard and Douglas County Oregon Sheriff's Office Deputy Noel Garcia responded to a call of a woman stealing tools from a truck. The officers attempted to detain Mulholland, who resisted by kicking, biting, and spitting.[1]

Mulholland was indicted on four charges, including felony counts of aggravated harassment and assaulting a public safety officer, and misdemeanor counts of resisting arrest and interfering with a peace officer. All the charges were dropped.[1]

An internal investigation determined that Sheppard used excessive force and lied about it. A city official said that disciplinary actions and the results of an internal administrative investigation do not have to be made public.[1]

On August 16, 2021, Sheppard was terminated.[1]

Sheppard was charged with official misconduct, a misdemeanor.[1]

Sheppard's lawyer stated that Sheppard plans to plead no contest and enter a six-month diversion program. At the end of the program, the charge would be dropped and erased from his record.[1]
