2021 Arrest of Jermaine Vaughn
On September 24, 2021, Huxley, Officer Matthew Shores, and Sergeant Christopher Kibbey investigated Vaughn for suspicion of disorderly conduct. Vaughn was handcuffed. Officer Matthew Shores forced Vaughn to the ground and Huxley stomped on his face, after which one officer said, "you're done" several times.[4][2]
The incident was captured on the three officers' body-worn cameras.[5]
Vaughn was charged with disorderly conduct and resisting law enforcement, both misdemeanors.[4]
On October 6, 2021, officers filed a use-of-force report.[2]

On October 8, 2021, the charges against Vaughn were dismissed.[2]
On October 12, 2021, the County prosecutor charged Huxley with official misconduct and battery resulting in moderate bodily injury, both felonies.[4][2]
On October 12, 2021, Huxley was suspended without pay.[2]
Shores and Kibbey were placed on administrative duty.[2]
On October 18, 2022, Huxley was indicted by a federal grand jury and charged with violating the civil rights of an arrestee by using excessive force.[4]
In February 2023, Vaughn filed a lawsuit against Huxley and the city, alleging the use of excessive force.[4]
On May 15, 2023, Huxley pleaded guilty to federal charges in exchange for a reduced sentence. The state charges were not dismissed. Huxley faces a maximum of 10 years in prison.[6]
On September 8, 2023, Huxley was sentenced to one year in federal prison followed by two years of supervised release.[7]
On October 23, 2023, Huxley pleaded guilty to a state felony charge of battery resulting in moderate bodily injury. A felony charge of official misconduct was dismissed. Huxley was sentenced to 180 days in jail, to run concurrently with his federal sentence.[8]
On April 15, 2024, Huxley was decertified by the state.[9]
