Overview

Body-worn camera and dash cam video

On October 12, 2022, Decatur Illinois Police Department Sergeant Timothy Wittmer and officers Austin Bowman and Ryan Ricker pulled over a vehicle driven by Neal, after getting a tip that Neal was armed. Macon County Illinois Sheriff's Office Deputy Travis Wolfe responded to assist.[1]

Officers ordered Neal to show his hands and put his hands on the steering wheel. Neal was not fully cooperative. After one officer claimed to see a handgun, they tried to remove Neal from the car. Neal fired at close range, striking two officers before being shot by the four officers.[1]

Neal was pronounced dead at the hospital.[1]

The incident was captured on the officers' body-worn cameras and vehicle dash cameras.[1]

The department requested that the Illinois State Police review the incident. The ISP will provide their report to the State's Attorney's Office who will make a determination on the use of deadly force. [1]

The officers were reassigned until they are cleared by the Macon County State's Attorney. [1]
