2020 Shooting of Jacob Blake

On August 23, 2020, Sheskey and Officer Vincent Arenas were dispatched to a report of "family trouble" where a woman reported that her boyfriend was present when he was not supposed to be.[5][6].

Other sources report that an argument broke out between the woman and a neighbor and that Blake had intervened.[7]

Police knew there was a felony warrant for Blake on domestic violence and sexual assault charges.[7]

Officers tried to arrest Blake, who resisted. Sheskey deployed his Taser, which was ineffective.[5] Blake briefly put Sheskey in a headlock.[6] Arenas deployed his Taser, which was also ineffective.[5] Police reported that Blake had a knife and refused orders to drop it.[6] Blake attempted to enter his SUV, and Sheskey shot him.[1]

Officers rendered aid before Blake was transported to the hospital.[8]

At the time of the incident, the department did not issue body-worn cameras. The incident was recorded on a witness' cell phone.[9]

Blake was paralyzed from the shooting.[1]

Response Timeline

Sheskey and two other officers involved were suspended.[1]

An investigation will be conducted by an independent agency, which is required under state law for incidents where a person dies during an encounter with a police officer. The state Department of Justice Division of Criminal Investigation (DCI) opened an investigation.[1]

The results of the investigation were turned over to an independent consultant for review before being sent to prosecutors.

On January 5, 2021, the county's District Attorney announced that neither the officers nor Blake would face charges.[10][11]

On March 31, 2021, Sheskey returned to active duty.[3]

On October 8, 2021, the U.S. Department of Justice announced that they would not pursue federal criminal civil rights charges against Sheskey "because the evidence obtained is insufficient to prove that the KPD officer willfully used excessive force".[13]

In May 2022, Blake's family dropped their lawsuit against Sheskey. No reason was given.[14]

On August 23, 2023, Blake filed a new lawsuit against the city, the former police chief, and several officers.[15]
