Incident Reports

2010 Death of Steven Bours

On March 20, 2010, Bours was walking down the street while carrying an axe. Several people called police. Klevos and officer Christopher Kurtz located Bours and ordered him to drop the axe. Bours refused and approached the officers. The officers fired, striking Bours.[5][6]

Bours died.

Part of the incident was captured on in-vehicle camera.[5]

Response Timeline

On April 14, 2011, Bours' family filed a lawsuit against Klevos, Kurtz, Chief of Police Rick Esteves, the department, and other officers.

Between December 11, 2012 and April 17, 2013, various parts of the lawsuit were dismissed.

On April 17, 2013, the remaining claims of the lawsuit were dismissed.

On April 18, 2013, the family appealed.

On December 10, 2015, the U.S. Court of Appeals denied the appeal, calling the officers' actions "objectively reasonable" as "Bours posed an immediate threat to both the safety of the officers and bystanders".[5]
