Overview

On June 30, 2022, Hialeah Florida Police Department officers responded to a report of an armed carjacking. The vehicle was located by a license plate reader, and Officer Carlos Garcia pursued it until it crashed. Three men fled the vehicle in different directions. Garcia followed Bowleg, who he reported was armed. Bowleg refused orders to stop. Garcia claimed to see Bowleg "[turn] around with something" and shot Bowleg.[1]

The incident was captured on Garcia's body-worn camera and a home surveillance camera.[1]

A handgun was recovered along the pursuit route, which Bowleg later admitted was his.[1]

The Florida Department of Law Enforcement opened an investigation.[1]

On September 29, 2023, the State Attorney's Office cleared Garcia, noting that he "would not have been able to see Bowleg 'ditch' the weapon" and that he "was justified in using deadly force to protect himself and others while making a lawful arrest".[1]
