Overview

On February 9, 2023, the California Highway Patrol (CHP) received a call about a driver brandishing a handgun. The caller provided a description of the driver and the vehicle, and the vehicle's license plate number. About 15 minutes later, Officer Ryan Cates located the parked vehicle, with Couch in the driver's seat. Couch refused Cates' orders and a struggle began, during which Cates shot Couch.[1]

On February 17, 2023, Couch died.[1]

The California Department of Justice will conduct an independent investigation of the shooting, which is required under state law for officer-involved shootings of unarmed individuals.[2]
