In January 2017, Allison was involved in an incident where a man shot at officers and officers returned fire.[3]

In 2017, Allison and another officer were awarded the City of Erie Combat Cross.[3]

2024 Distinguished Service Medal

Allison and another officer received the Distinguished Service Medal for a 2022 operation that intercepted a drug shipment and led to the arrests of over 50 people.[4][5]

2018 Arrest of Raimond Hansbrew

On May 14, 2018, Hansbrew's girlfriend reported a domestic disturbance. Officers claimed that Hansbrew had been drinking and yelled obscenities at them.[1] Hansbrew claimed that Allison slammed him into the pavement during the investigation and that Allison slammed his head into a cement wall at the police station, causing him to lose consciousness.[1]

Hansbrew was charged with aggravated assault, resisting arrest, and disorderly conduct.[1]

Response Timeline

In June 2018, the aggravated assault charge against Hansbrew was dropped.[1]

In September 2018, Hansbrew pleaded guilty to resisting arrest and was sentenced to 6 months of probation.[1]

In May 2020, Hansbrew filed a lawsuit.[3]

In January 2022, the city paid Hansbrew $35,000 to settle the lawsuit.[3]

2018 Arrest of Anthony Dabrowski

On July 8, 2018, Dabrowski called police to report what he thought was a stolen vehicle. Dabrowski claimed that Allison and other officers beat him.[1][3]

Dabrowski was charged with resisting arrest and disorderly conduct.[1]

Response Timeline

In August 2018, the charges against Dabrowski were reduced.[1]

Dabrowski pleaded guilty to a summary count of harassment.[1]

In June 2020, Dabrowski filed a lawsuit.[3]

2019 Arrest of Davaughn Tate-Johnson

January arrest has become part of civil rights lawsuit

On January 4, 2019, police stopped Tate-Johnson after receiving reports of a speeding vehicle. Tate-Johnson claimed that Allison punched him several times in the stomach while two other officers restrained him. Officer Anthony Fatica knelt on Tate-Johnson's neck after he was handcuffed. Police claimed that the vehicle smelled of marijuana and alcohol and that Tate-Johnson refused to exit the vehicle, repeatedly reached for his waistband, and kicked at officers.[3]

The incident was captured on a witness's cell phone video. Officers were not equipped with body-worn cameras.[3]

Response Timeline

The city claimed that Tate-Johnson was "argumentative, combative and non-compliant" and that the officers used "control strikes" to gain compliance.[3]

In February 2019, Tate-Johnson pleaded guilty to a misdemeanor count of possession of drug paraphernalia and summary counts of disorderly conduct and compliance with a police order. Charges of resisting arrest and driving under the influence were withdrawn as part of the plea arrangement.[3]

In December 2019, Tate-Johnson filed a lawsuit claiming the use of excessive force.[3]

In 2020, the department stated that it had not disciplined Allison for this incident.[3]

In 2021, Tate-Johnson sued Officer Anthony Fatica for this incident.[3]

In June 2023, the city paid $50,000 to Tate-Johnson to settle both lawsuits.[3]
